can anyone explain the working of the 1 M ohm resistance and 1uF capacitor ,how they work and step down the voltage?

I suspect that the answer could possibly be formed by combining the words "whatsoever" and "nothing" in an appropriate sequence...
From the text, this sounds like one of the non-isolated solutions where you produce a low level voltage with a capacitor. Possibly nice for a night lamp, but quite dangerous since the potential relative ground is hurtful.
Always use a real isolated power supply, if you care about your life.
