USB can't detect ULINK-ME

Hi

I'm using ULINK-ME on my laptop, the ULINK-ME works fine, the USB port recognize and the LED bliking gradually on/off.

But when I use the ULINK-ME at my desktop the USB doesn't even recognize that there's something connected to USB port and the LED turn on for less than 1 second and then tur off for 2 seconds.

Anybody know why this is happening?
