Stop watch for cortex M3 processors

HI

Iam using a cortex M3 processor. When i try to debug/ simulate a section of code, i observe that the time taken to execute certain code sections doesnt change if i change the PLL settings in the code. Is it a problem with Keil support for cortex M3?

Which clock setting does the stop watch use?

Is it the target setting? or is it from the code itself? with or without PLL?

What should i use for target setting? Is it the crystal setting? or the crystal setting with PLL setting?
