Since you have so little criteria for what tasks this underwater robot should support, I think you will have to build it large enough that you can fit in it. Only the human brain can adapt reasonably well to unknown events.
If you are going to write the software for a controller, then you must have a very complete list of required functionality since a microcontroller program isn't intelligent - every action requires explicit code.

The best for you would be to read about microcontrollers, e.g. at en.wikipedia.org/.../Microcontroller There is a list of microcontroller types. And some generic infos about them. You may use this as a starting point for your journey.
