could not stop cortex M device please check the JTAG cable

Im new user of cortex M3 with STM3210E-EVAL board and i use ulink 2 to debug but i have this message whene i try to debug "could not stop cortex M device please check the JTAG cable", if anyone have a solution for this problem, thanks in advance.
