ULINK2 device couldnt program the target

Hi,

I installed the KEIL software in a older
model laptop. Now whenever i try to program my target board i get the
message "Couldnt stop ARM device. Check the JTAG cable".

It was running with the same set up with another laptop. Iam working
with LPC2468.

I tried to lower the JTAG speed from RTCK to 100Khz without any use
without much of a difference.

I really dont know whether it is related to changing my PC since i used
to get this message even with my previous laptop. But only once a while.
But now iam not able to program the boards at all.
