new to electronics: Multimeter

Hello all just wondering what sort of multimeter i should buy i have about $20 but doubt i will need to spend that much i just want a fairly good all-rounder to testing small circuits nothing big or anything any ideas where to get one?

The Fluke 78 gives you the automotive features you need, at the price you want.

Features at a glance:

    * Volts, amps, continuity and resistance
    * Frequency for "pulsed-DC" and AC frequency tests
    * Duty Cycle to verify operation of feedback carburetors, and other variable duty cycle signals
    * Direct Reading Dwell for 3, 4, 5, 6 and 8-cylinder engines.

That is exactly what the doctor had ordered!
