Can't program my own board using Memtool

I try to download my hex file to my own target board (XC164CM 8FF) using Memtool 4. I can connect my board. But I failed to program it. I got error message from log file to say:
No acknowledge for command 84h
write memory block 0x00E0000-0x00E003DE failed.

Do sommebodys know what is wrong about it?
