Does the cclock setting affect entering jtag debug mode

we use LPC2366 and keil uvision3
If we set the CCLOCK up to 60MHz,
can't enter debug mode.
I have tried to set the speed of JTAG
to 5ookhz,5mhz... cant enter debug mode,

when set CCLOCK to 57.6MHz, it is OK.
Do you have experiences about it?
