Is it possible to watch variables and registers in runtime with periodical refresh using ULINK-ME Adapter?

Yes, by default for Cortex-M3/M1 and by using Real-Time Agent (embedded in you application) for ARM7/ARM9.
The same applies also for ULINK2.
Is it a task that I've to add to my application? If yes, how much it costs in terms of flash and ram spaces and execution time? Thanks
What task? what do you mean?
It is not a task (works also without RTOS) and uses less than 1.5kB of code. It's very fast (interrupt driven communication) and uses a minimum amount of processor time.
