Is it possible to Design and fabricate IC Chip at home using some sort of photo etching or some thing...may be it will not be perfect ie let it consume more power,too big in size and etc.But logically it should work.
I think it must work with keil stuff.

Yes - of course it is, in theory, possible
But it would be entirely impractical and totally uneconomic!

Even if you would have vast of fund, it is impossible, unless you are living in deep countryside. In most countries, explosive gas (silane: SiH4) and toxic gas (phosphine: PH3, diborane: B2H6) for plasma CVD are regulated not to use in town. If you would apply classic liquid-phase doping, you cannot waste the toxic chemicals to drain. Hydrofluoric acid (HF) for etching also.
If you could happily clear these prerequisite, it takes enormous time to establish the optimal conditions for process. After all, the result is the ancient 4000 series CMOS, at most.
I swear, because it was my study life on our lab, though it was more than 15 years ago. :-)

I think it must work with keil stuff. 'Keil stuff' does not work with 'chips' it program microcontrollers.
