ULINK2 & GCC

I wish to buy a ULINK2 to program/debug flash ARM (NXP and ATMEL);
But I don't use Keil software, I use GCC. And Keil is not clear about what is include in the ulink2 package.
I need know about what is included in ulink2 package and is I need buy another keil product to use Ulink2.
