ULINK JTAG Communication Failure

I am having problems downloading to a target device that uses LPC2148 MCU.

I am using uVision 3.5 and the ULINK USB-JTAG adapter. When I click download, I get a message saying "JTAG Communication Failure".

When the adapter is connected to the target device, and I go to Flash Tools -> Debug -> ULINK ARM Debugger -> Settings, it is unable to acquire information about the USB-JTAG adapter. The serial No, Ulink version, device family are all empty and grayed out.

However, when the adapter is physically disconnected from the target device, that information appears.

Are there settings within uVision that can cause this problem?
Or is there a problem with the adapter itself?
Or is there a likely problem with the target device?
