Max JTAG Clock sets 200kHz What's problem?
Just set the JTAG clock to RTCK (so that it is automatically adjusted with ULINK2). The MCB2300 has an on-chip 4MHz clock and therefore the JTAG clock needs to be 6 times slower for startup.

You are not using the latest MDK version. Please download the update from www.keil.com/.../3.04
updated.. but nothing changed I see Options for Target use ULINK ARM Debugger -> Settings ARM Target Driver Setup ULINK USB - JTAG Adapter no Serial No no ULINK Version ... In JTAG Device Chain also empty just error: JTAG Communication Failure
Looks like the chip is incorrectly configured. Please try to erase it with FlashMagic.

The program communicates with the UART interface.
Are you using UART0 of the board. If so check for the reset through handshake signal jumper. If the jumper is on it may reset your micro.

Is null modem cable enough for chip configuration?
We made all actions you recomended to us. But nothing changed.
We connect JTAG to the board(MCB2300), the switch power on. In "Options for target"->"Debug"->"Settings (ULINK ARM Debuger)", "JTAG Device Chain" group box shows a message "JTAG Communication failure". Whats the problem?
This error happens when the JTAG pins do not react at all. ULINK cannot even access the Device ID in this case.
