RealView Microcontroller Development Kit can work in WINXP,but can not work in WIN2000?

I'm using the RealView of RealView Microcontroller Development Kit in Win2000 to compilation it's examples,but to all examples the compiler tell the same erro message "Retarget.c: Error: #869: could not set locale "" to allow processing of multibyte characters".

When I do it in WinXP ,It works well.
Please tell me why?

We made several tests on Windows 2000 and we are unable to duplicate this problem. Can you provide more information.

Sorry,I'm made a mistaken,I had RealView Microcontroller Development Kit run well in Win2000 now.
