PWM signals generated via the CCU unit

I am using the LPC900 PWM using CCU example programme, and I have a problem finding the relation between the brightness of the LED and the value of the registers OCRAH:OCRAL.

I don't understand why a value of 0x000F in OCRAH:OCRAL gives a brightness of 25% as mentionned in the code. Could someone explain it to me?
