serial transmit problems

Howdy, i am using Keil's 'hello.c' program on a C167CR-LM, Phytec dev board. It outputs 'Hello World' to the serial port using printf. This works fine if i simulate it in uVision. But when i load it into flash and run it, it outputs garbage. I've tried hyperterm and matlab to capture input on PC end - output is just spaces or all the same char. Sometimes it correctly outputs the first char only, followed by garbage. I've looked at Tx pin on output from board with oscilloscope, and it just transmits continuous RS232 signals indefinitely. Other programs like blinking LEDs work fine in hardware. Ideas???
