Cheap video-system

Hi, everybody,

For now i'm thinking about 'cheap home computer' model. And one of the parts, in this model, is video-system. I need to say, that i don't want extremal, hi-end video-system. (Because of cost).
I need a small, 2D video-system, with at least 320*240*8bpp*70Hz (or something closer). The video-system must offer some basic sprite processing and to be able to generate VGA monitor signals (RGB + sync). And possible PAL/NTSC video signal (optional).
The video-system must be something like SEGA's VDP (worst case), or something more attractive. The main factor is the cost.

The first thing i think about, is cheap 8bit MCU, which run at ~75Mhz, and act as video-regenerator (drives RGB + sync to VGA monitor). This MCU read SRAM (video buffer) and produce VGA signals. No MCU resources are left for sprite processing, because video-regeneration is time consuming. Thus all 2D processing (sprites, fast primitives, etc.) is made by CPU.
But i know, there are some video-processors exist on the market. Is there the one, that meet my needs? Or maybe, someone have better solution for cheap video-system.
