problem with A51 OVERLAYABLE

gives
*** ERROR #26 IN 27 (USXASM.A51, LINE 21): BAD RELOCATION TYPE

I have read the info in both the A51 and C51 manuals and do not see why "OVERLAYABLE" gives the error.
