Show all FF in hex file problem

i have install the software and pulg-in the key lock of the keil uVersion 7.0 software.

i am generate the hex file larger than 2k. in the generated files,
It shows all the data in the file is FF.
i.e. no data.

what's wrong?
pls help

all data in the hex file is
FF FF FF FF FF FF FF FF FF FF FF FF FF FF FF
FF FF FF FF.........

i.e. no data
