legitimate use of c16x/ST10 evaluation tools

I consult to clients who use Keil C16x/ST10 tools on embedded systems.
Specifically I licence to them my real-time multi-tasking kernel which has
the ability to link package (module) binaries at run-time from memory.

All my clients and I have licences from Keil for the C16x/ST10 tools we
use. However we discovered that the run-time binding feature allows
the building of complete applications of unlimited size (subject to model
constraints and limits complied into the the kernel) using the evaluation
version of the compiler alone.

What does Keil (and this audience) think about legitimacy issues relating
to the use of the limited evaluation version of C16x/ST10 tools by those
with a licence for this kernel?
