uVision2, C51, Eval - Unable to locate code in internal ROM?!?

I'm using the Dallas 87C520 device, but am unable to run the Hello World
sample application, unless I specify that I have external ROM at an
address of 0x4000 or greater. Why can I not just place the application
in the internal ROM of the chip?
