Development platform for Windows development

I am going to start work on porting an app to Windows ARM and I am looking for a hardware platform to build and test the app. I was looking at Windows Dev Kit 2023 but it is out of stock. Any recommendations?

Thanks! Due to legal restriction I can't put the source code or the software in the cloud at the moment.
