ARM programming Linux Dex

Hi!

My questions are:

1) how do you create software to work on ARM CPUs?
is it easy or difficult ?.
Ex: I have a software that I like for example Adobe Premiere Pro cc 2018 and I want it to work in the ARM cpu in Linux Dex of Samsung Note 9 or Tab S4, the current Linux on Dex is in Beta test.

2) Are there tutorials or guides how to decompile windows x86 software in ARM or in Linux on Dex always in ARM?
