Looks like the "arm-gnu-toolchain-11.3.rel1-mingw-w64-i686-arm-none-eabi.zip.asc" file, still linked in https://developer.arm.com/downloads/-/arm-gnu-toolchain-downloads , is not longer accessible: https://developer.arm.com/-/media/Files/downloads/gnu/11.3.rel1/binrel/arm-gnu-toolchain-11.3.rel1-mingw-w64-i686-arm-none-eabi.zip.asc?rev=90180faccd664e4a83365a1d5fa4bb89&hash=527F7CBF958C7F1C2E435ABE8E7B3DC11D17DE67

But no replacement file has been added to the downloads page?

The sha2567asc file, which Oreste mentions is also not working (I haven't tested it myself) is still there though.
