diff arm-none-linux-gnueabi( 9 or lastest) and arm-linux-gnueabi(gcc 8.3/2) and symver

1. what is diff  arm-none-linux-gnueabi and arm-linux-gnueabi ? 

2. why gcc8.3 not enable-symver ?
