Which particular "download page" are you referring to?

I presume he has the same issue as me:
All of the latest GCC downloads seem to be offline.

The result of that page is a 404 basically:

It is a known issue in developer.arm.com. We've reported it but it may take sometime to be resolved. Sorry for the inconvenience.
so is there an alternative download place ?
