I have VSTREAM running in VM (CentOS 6.8) and this error has become common when trying to connect to debugger

Launching debugger...
ERROR(TAD290-DTS77-DTS139-NAL52):

! Failed to connect to platform TCP:XXXXX 
! Unable to connect to TCP:XXXXX 
! Failed to power up DAP
! Cannot attain state requested.

I am trying to connect to Intel FPGA arria10 with ARM soc 

What does this error exactly means?
