RVDS 3.0 installation on Microsoft window7

I tried to install RVDS 3.0 on MS Windows7. but failed.

I can't get any official address about this problem from ARM

How can i install RVDS 3.0 on MS Windows7?

    I am failed to setup RVDS3.0( start it as an administrator) on Win7 Professional.
    Who can help for this issue?
