ARM 11 256 bits OTP

I would like to know,

If we bought ARM 11 let say from samsung, the OTP features will be done by us or samsung?
If I want to have a master key, let say for encryption process, do I have the capability to configure it in the IC?
One more question - Can I put my secure boot code in the on-SoC ROM?

    Thank you for your info. So i really need to check with the supplier. I'm thinking to use trustzone to enhance security in sensor network devices. Instead of using extra security chip like TPM, i would like to use the secure memory for encryption keys. And I also would like to have a secure boot running in the secure mode duirng the boot up process. This secure boot is important in order to provide the integrity for the whole system.
