The first thing that came to mind is HardKernel's ODRIOD-XU3: ODROID | Hardkernel
(But don't count this as an endorsement; I've never used the model and there are likely to be other vendors/products worth considering.)

ARM Provides a variety of Fixed Virtual Platforms for precisely this purpose.
