Armcc is very old, and was removed in MDK 5.37 (and later).
Though you can download older MDK versions, I would recommend using the latest, and manually adding the compiler to the installation, as described here:https://support.arm.com/documentation/ka005073/1-0/
For licensing, you will need to purchase a Professional Edition license, and use the 'genlic' tool to create a suitable license for armcc.https://support.arm.com/documentation/102516/1-5/User-based-licensing-overview/Backwards-compatibility
