regarding jtag

I design my jtag for luminary board , it work well with Steralis ICD ,

Now I want to build my own dll for luminary so that I can
name Pramod ICD,
how i can do this
i tries but it give problem while debugging,
So any can help me how i build my dll.
so that dll can directly connect with my JTAG.

    I design my jtag using FT232d, program it and use with luminary controller lm3s9b96, it run well with Steralis ICD available debugger in keil,
    that use lmidk-addi.dll file

    I also use the same VID and PID no as use for sterallis Icd

    when i use with my name with same VID and PID no it download but doesnot debug
