I am planning on building board for the LM3S811 controller with a FT2232 based USB to JTAG interface. I dont have any experience with RVMDK and hence needed to know if this will work with RVMDK. Any help here is deeply appreciated.

Thats where I took the idea from, but my doubt actually is - will the uVision be able to detect and recognize the JTAG interface I am making automatically or will I have to do any firmware / driver (apart from the FT drivers) for it. Basically what I mean is how will uVision know that the JTAG interface s connected to the USB?
The driver for the Luminary boards is provided by Luminary - so you should ask them about any requirements for your own implementation to work with their driver...
Can't you just use the "debug out" facility of a Luminary board?

I am trying to make this from a long term perspective to provide USB - JTAG connectivity to all the boards that I'll be making.
