Is there anyway to autoload PPAGE VTREG in the simulator to 0?

Well, test it all on the command line in the debugger to find out where the error comes from.

I get an "error 42" when I start the debugger with "PPAGE = 0;" in the .ini file.

It's on the 'Debug' tab in the Project options.

You have read the uVision Getting Started Guide, haven't you...?
