Is any requirement of SCP and device tree binaries to build the FIP.bin file?

Hi, I am use the RDV1MC FVP platform. In that for making the fip-uefi.bin file they use the SCP binary, device tree binaries and certficate files of bl1, bl2, ..etc. Is there is any need of this file...
