use keil 调试 arm cortex m3

我在FPGA上实现arm cortex M3 designstart 。在用keil 5 编写软件，点击debug时出现这个错误。请问这是要设置什么的原因？（打开其他人的工程时，点击debug 可以直接进入调制界面不会报这个错误）
