For a constrained network in IoT system which communication protocol is more apt ?

Which communication protocol is easy to implement, more reliable and efficient with minimum or zero latency in the case of constrained networks in IoT system? Can anyone please suggest me the best references on these and the practical/real time implementation of the preferred protocol in the designed IoT system.

They're also wondering if they have to utilize the Internet Protocol Suite (commonly known as TCP/IP, since TCP is another protocol that runs on top of IP).
