In odroid XU3 board, does the ARM CPUs and T628 GPU share the memory controllers ? Is there anyway to get the information about memory controllers. I am trying to model tthe memory contention between CPU and GPU because both of them share the DRAM.

All Mali GPUs just use system memory so will use the same memory pool as the CPU. How that physical memory is partitioned across memory controllers and memory banks is up to the chipset provider; it's outside of the GPU.
The Odroid XU3 uses an Exynos chipset built by Samsung and uses a Samsung memory controller, so you'll have to ask on their developer forums for any information about the controller itself.
