I am trying to determine whether or not Mali400 GPU get utilized for certain CSS web animation, is there a tool to show how much GPU is being used like the CPU usages display in command like top?
I am using Ubuntu 14.04, is there a tool that can do this?

Your best option would be to use Streamline, it will allow you to profile both your CPU and your ARM Mali-400 GPU.
Streamline is part of the DS-5 Development Studio that you can get here: DS-5 Development Studio – ARM Developer
