Can't download code to address 0 on STM32F091RC using uVision

I have a STM32F091RC dev board and can't download code using uVision to address 0. The map file shows everything positioned properly but can't download to board.

    • What, exactly, are you doing?  show the steps
    • What, exactly, happens?  show error messages, etc
    • Give details of your "dev board" - are you sure that it is properly configured, working, and properly connected to the PC?
    • What programming/debug interface are you using? If it's an ST-Link, can you download the code using ST's tools?
