&lt;p&gt;The Cortex-M0 is going to need some RAM based remapping/copying of the Vector Table as it lacks SCB-&amp;gt;VTOR&lt;/p&gt;

&lt;p&gt;How, exactly, does that differ from what you expected to happen?&lt;/p&gt;
&lt;p&gt;What testing / investigation / debugging have &lt;em&gt;&lt;strong&gt;you&lt;/strong&gt; &lt;/em&gt;done to find the problem?&lt;/p&gt;
