The ULINK1 is not working with STM32. The sympton is as
follows. 

 
1. In case of &amp;quot;ULINK ARM Debugger&amp;quot;

We tried with the actual version MDK3.15b and had no problems with
ULINK1 in standard JTAG mode.&lt;/p&gt;

&lt;p&gt;
However you need to select in any case the ULINK Cortex Debugger
(not the ARM debugger) for STM32 devices.&lt;/p&gt;
