i had checked the price of it, it cost is on par with a gsm modem
but just to know, if a normal gsm modem will be able to send
signal/sms to activate devices suchs as LED lights?

Yes, that is a GSM modem with various extra features added on.

Whatever makes you think that will be cheaper than just buying a
GSM modem?!

"s there any hardware(not another GSM modem) out there that can

No, there isn't.

Anything that can receive any sort of GSM message must, by
definition be a GSM modem!

You can't have just SMS without the rest of the GSM stack!

In some countries, there are services that will deliver SMS
to an ordinary phone line, or email, or some other "client"
software...

"im looking for is something similar like a Aplus
messenger"

What is an Aplus Messenger?!
