I am using Ulink Pro to debug an cc2538 custom board. The debug
connection is implemented through an 6 pin Tag-Connect header. The
signals are connected according the data sheet of the CC2538 and
ULink Pro. Here are the connections:

You would have to ask TI that - but it seems unlikely (unless the
"vendor" in question is programming the chips for you).

Hi Ron,

thank you for your reply! The reset is working, I have verified
this with a scope.

I don't know about the secure lock state, the chip is as received
from the vendor and soldered to our board. Does TI send out these
chip's in the secure lock state?

Let me try the other proposals you made in your reply, maybe the
app note helps me to find the problem.

Thank you - Frank

Hello Frank,

Is it possible the device is secure locked?

e2e.ti.com/.../647745

Can you verify if the reset pin is being pulled down successfully
on the board?

I know it is not your exact device, but there is an app note for
using Keil with another TI Smartlink device, the MSP432:
