with STM32 ST-LINK Utility.Do I have a hardware problem or a driver
problem? Please help!

A U-LINK isn't an ST-LINK, they won't find themselves as each
other. Pick the U-LINK debugger in the configuration tab in Keil

Do you actually have an ST-LINK, or a clone?
Did you install device drivers?
Can you see the device/drivers in Device Manager?
