I can download the hex file through J-Flash. However, when I click
download button in Keil, there is a Cortex-M Error: &amp;quot;No ULINK Device
Found&amp;quot;, following &amp;quot;Error: Flash Download failed - Target DLL has been
cancelled&amp;quot;.

I am using a J-link and I set Option-&amp;gt;Debug-&amp;gt;Use &amp;quot;U-link2&amp;quot; a

So do you have a JLINK or a ULINK, and is that configured
properly/consistently in the debug and download panes?&lt;/p&gt;

&lt;p&gt;
Check drivers, and presence/status in Device Manager.&lt;/p&gt;
