Hello, 

 
im using a board with LPC2139 with JTAG, it has 2 UARTs however
wenever i try and flash a simple UART program of, say, transmitting a
string or echoing a character on it, it does not work.

Baudrate is best testeed with an oscilloscope - let the unit
transmit a character now and then (select the character so that the
bit pattern is toggling at &amp;quot;full speed&amp;quot;. Then just measure the time
between the bits.&lt;/p&gt;
