I have developing something for a couple of months now, I have a few target boards, all of which programmed in circuit with no issues, no if I try any of them, i get an SWD Communication Failure!!
I have reset targets, reset the PC, re-installed the Keil software, tried a different 20 way ribbon cable, tried the internal jumper in the 3.3v position, lowered the download speed, but nothing works.
Any ideas on what else I can try?

There are no ULINK version of Flash Magic to my knowledge.
The Flash Magic I use are a tool for non-JTAG updates of NXP processors. In my case, it uses RS232 to download firmware to a factory-supplied boot loader in the NXP chip.
any idea what the ULINK version of Flash Magic is.......
A colleague of mine sometimes has to power cycle his ULINK 2 when it simply refuses to do its job...
Maybe you broke the PLL settings? On some devices, that can lead to JTAG communication loss. If I were you, I would attempt to delete the flash using your equivalent of FlashMagic.
its connected to an STM32F103.. I was simply downloading an existing program when it stopped responding, Ive tried another ribbon cable....

If so (CRP), you may try to delete a NXP device using FlashMagic to reenable JTAG, assuming CRP3 was not used.
Maybe your latest programmed software has CRP enabled...?
Maybe your JTAG cable has a short circuit? That can happen if you bend/disconnect it too much...
