&lt;p&gt;
the Stellaris devices like to lock themselves without a reason,
you can unlock them with the LMI Flash Tool when this happens.&lt;/p&gt;

&lt;p&gt;
So, check if the device is accessible (i.e. by reprogramming
it).&lt;/p&gt;

&lt;p&gt;
Then you can try and select SW instead of JTAG.&lt;/p&gt;

&lt;p&gt;
What target debugger are you using? Stellaris internal
(lmiagdi.dll) or ULINK?&lt;/p&gt;
